Reports of the California Performance Review Commission

On August 3, 2004, the California Performance Review (CPR) delivered their recommendations to reform California state government to Governor Arnold Schwarzenegger. As part of his process to decide which recommendations to pursue, Governor Schwarzenegger formed the CPR Commission, an independent and bi-partisan commission consisting of leaders in the public, private, and non-profit sectors.

The Commission’s charge was to gather opinions from across the state and solicit ideas to supplement and refine the CPR’s initial recommendations. During the course of 8 public hearings, the Commission heard testimony from subject matter experts in a variety of fields. In addition, the Commission received oral and written comments from the public at large.

The ideas, insights, and perspectives discussed throughout the hearing process have been summarized into two reports developed by the CPR Commission. “The Public Perspective” report summarizes the approximately 3,600 testimonies received by the Commission; and “The Commission’s Perspective” report presents consensus recommendations of the Commission.
