Governor Schwarzenegger has called upon Billy Hamilton
and Chon Gutierrez to serve as co-Executive Directors
for the California Performance Review.
Billy Hamilton
Mr. Hamilton
designed and led the first Texas Performance Review
in 1991, which identified savings for the state
estimated at $4 billion and he led six subsequent
performance review efforts for a combined estimated
savings of $16 billion. He has participated in separate
reviews of the Texas transportation system, the
prison system and the electronic payments initiatives.
He chairs the Texas Electronic Benefits Transfer
Task Force, the Medicaid and Public Assistance Fraud
and the Oversight Task Force. Additionally, he was
involved in the creation of the Texas School Performance
Review, an ongoing review of the Texas public school
districts that saved an estimated $840 million for
the schools in Texas. This program received the
Harvard University Kennedy School of Government
Award for Innovations in American Government in
1999.
In 1993, Mr. Hamilton served as Deputy Project
Director for Agencies of the National Performance
Review, leading the review teams that analyzed individual
federal agencies. He also served as the Project
Advisor to Governor Frank Keating's Oklahoma Performance
Review effort in 1995.
Mr. Hamilton was appointed as the Texas Deputy Comptroller
of Public Accounts in 1999, the Chief Fiscal Officer
responsible for the Texas tax administration, statewide
financial management, revenue forecasting, and treasury
operations. Prior to joining the office of the Comptroller
in 1991, Mr. Hamilton was the director of state
and local services for the Policy Economics Group
of KPMG Peat Marwick in Washington, D.C. He was
also the executive director of the Select Committee
on Tax Equity, a panel created by the Texas Legislature
to study the state's tax structure.
Mr. Hamilton was the
first recipient of the Bob Bullock Award for Public
Stewardship and the first recipient of the LBJ School's
Distinguished Alumni Award. He is a graduate of
the University of Texas at Austin and the Lyndon
B. Johnson School of Public Affairs.
Chon Gutierrez
Governor Arnold Schwarzenegger appointed Chon Gutierrez as the DMV Interim Director on November 18, 2003. In 1999 he was selected as the Chief Assistant Secretary of State. Previously he had been the Chief Financial Officer (CFO) of the Business, Transportation & Housing Agency. He has held leadership positions at the California State Lottery, the Youth & Adult Correctional Agency, the Office of Economic Opportunity and the Department of Finance. He has worked for the State for over 30 years.
One of his biggest challenges was presented in 1986 when he was assigned the task of creating the California State Lottery. Working with a small staff of six and a time frame of less than six months, Mr. Gutierrez and his group developed the mechanism and organization of the State Lottery which produced over $2 billion a year for the State. "I see it as a big accomplishment, not so much for what we produced, but more for the way it was pieced together. What is more important to me is the way we approach challenges: with professionalism, integrity, squarely facing problems, trying to find the most creative solutions while seeking input from everyone."
Mr. Gutierrez graduated from the University of California, Davis, with a BA in history and did graduate work in economics and agricultural history.
